Pacific Link facilitates admission to master's degree programs at Hawai'i Pacific University (HPU) and Oklahoma City University (OCU), both regionally accredited non-profit private universities in the United States. The programs are delivered online over one year and designed for working professionals: admission is by application rather than examination, and graduates receive the same degree certificate as on-campus students. The degree can subsequently be authenticated by Apostille, evaluated by WES and verified through the NSC in support of career development and migration planning.
No graduate entrance examination and no mandatory standardised English test score. The university assesses applicants on academic background and professional experience.
The three HPU programs are taught in Chinese, with the MSAI also available in English. The OCU MBA is taught in English with Chinese subtitles. Course material is released weekly, with live question-and-answer sessions each term; readings, quizzes and assignments are completed on the learning platform.
Upon completion of the required credits, the university confers the same master's degree certificate awarded to on-campus graduates. Graduates may attend commencement in the United States or receive the certificate by post.
Tuition is US$7,040 for the HPU programs and US$8,800 for the OCU MBA, plus a US$250 application fee. The total cost is substantially lower than that of studying in the United States in person, where accommodation and travel must also be met.
Both universities appear in the directories of recognised foreign institutions published by China's Ministry of Education (JSJ) and the CSCSE. Intake details for each cohort are governed by the university's official admission materials.

Pacific Link is an investment migration advisory firm. Once assessed by a designated credential evaluation body, a degree may be counted under the education factor of points-based immigration systems in several jurisdictions. All outcomes are subject to the government policies in force at the time of application.
Following an Educational Credential Assessment (ECA) by a designated organisation such as WES, a master's degree may be counted under the education factor in Canada's points-based streams, including Express Entry, and may strengthen applications under programs such as entrepreneur immigration. A completed WES ECA for the HPU MBA is available for reference on request.
Canadian immigration pathways →Under Japan's Highly Skilled Professional points system, a master's degree earns more points under the academic-background criterion than a bachelor's degree. The points may be claimed once the degree has been documented.
A verifiable master's degree supports promotion, employer background verification and applications for further academic programs. Enrolment letters and transcripts are issued during the period of study.
Use cases
Government-level authentication of the document, recognised among Hague Convention member states for use of the degree outside the United States.
The most widely used credential evaluation service for immigration and employment in North America; its ECA report is accepted by Immigration, Refugees and Citizenship Canada (IRCC).
The National Student Clearinghouse is the United States registry for enrolment and degree verification, used by employers to confirm the authenticity of an academic record.
An appraisal report issued by Shanghai's approved independent third-party appraiser of foreign certificates, providing supplementary evidence in employment contexts within China.
An assessment issued by Hong Kong's statutory accreditation body, widely accepted by employers and institutions in the region.
Under the rules of the Chinese Service Center for Scholarly Exchange (CSCSE) in force since 2023, degrees obtained through cross-border online study are not eligible for CSCSE verification. This route is therefore unsuitable for purposes in mainland China that require such verification, including civil-service recruitment, employment in state institutions and points-based household registration. Applicants with these objectives will be advised of alternative pathways.
Course content is released on a weekly basis, allowing students to schedule their own study time. Recorded lectures may be reviewed at any time, and live question-and-answer sessions are held each term.
Grades are determined by participation, quizzes and assignments over the course of each term, all submitted through the learning platform. Credits are awarded upon achieving a passing overall grade.
Upon completion of the required credits, the certificate may be received at the commencement ceremony in the United States or by post. Graduation ceremonies attended by university representatives are also held in major Chinese cities.
We review the applicant's educational background, professional experience and intended use of the degree, whether for career advancement, migration planning or further study, and recommend the most suitable program. Where this route does not serve the applicant's objective, we advise accordingly.
We assist in preparing the curriculum vitae, personal statement, application form and supporting documents, and submit the file to the university's admissions office.
Tuition becomes payable only after the university issues its formal offer of admission and payment letter. No fees other than the application fee are collected before admission is confirmed.
Students receive a university ID, student email account and online library access from the first day of study. An academic-affairs team monitors progress through to graduation and the subsequent verification process.
The fees and rules on this page are based on the following official publications. Where they differ, the official source prevails; we re-check them at every update (last reviewed 2026-10-06).
Requirements vary by program. The HPU MBA and Master of Arts in Psychology are taught in Chinese, and the MSAI may be taken in either Chinese or English; the OCU MBA is taught in English with Chinese subtitles. None of the programs requires a standardised English test score for admission. Applicants with limited English proficiency are generally advised to consider the Chinese-taught HPU programs.
HPU: a bachelor's degree in any format with a GPA of 2.5 or above requires no work experience; a GPA between 2.0 and 2.5 requires three years of relevant full-time experience. Applicants holding a college diploma require three years of full-time experience with a GPA of 2.5 or above, or five years with a GPA between 2.0 and 2.5. OCU: a bachelor's degree in any format, or a three-year college diploma obtained through national unified admission together with five years of full-time work experience. Required documents comprise a curriculum vitae, a personal statement and the university's application form. A preliminary assessment is provided free of charge before any fee is payable.
The certificate conferred is identical in form and wording to that awarded to on-campus graduates and does not indicate the mode of study. Enrolment and graduation records may be verified through the university and the National Student Clearinghouse. Apostilled and WES-assessed samples are available for reference on request.
The typical sequence is as follows: completion of the degree; assessment of the degree by a designated body (for Canada, an ECA report from an organisation such as WES); and inclusion of the assessment report in the points-based application. The points ultimately awarded depend on the rules of the destination country at the time of filing. Pacific Link assesses each case and aligns the degree plan with the migration plan within a single consultation.
WES evaluates credentials on the basis of the awarding institution's accreditation; the mode of delivery is not an evaluation criterion. HPU holds WSCUC regional accreditation and OCU holds HLC regional accreditation, both recognised US regional accreditors. A completed WES ECA for the HPU MBA is available for reference on request. The outcome is ultimately determined by the report issued by WES.
Foreign credentials are counted in Express Entry only after an Educational Credential Assessment (ECA) from a designated organisation such as WES; the ECA is issued on the basis of institutional accreditation, and a master's degree maps to the corresponding education score. Note that the rule limiting credentials completed more than 50% online applies to Canadian institutions' credentials and is separate from the ECA rules for foreign degrees. The points ultimately awarded depend on IRCC's rules in force at the time of filing.
The application fee of US$250 is paid on submission. Tuition (US$7,040 for HPU or US$8,800 for the OCU MBA) is paid in accordance with the university's payment letter, issued together with the formal offer of admission. No fees other than the application fee are collected before admission is confirmed. International verification, translation and courier services are quoted separately.
No. Since 2023, the CSCSE has not verified degrees obtained through cross-border online study, and this applies to the programs described here. The degree supports international verification through Apostille, WES, NSC, the Shanghai appraisal and HKCAAVQ, and is suitable for career development, migration planning and further study. It is not suitable for purposes in mainland China that require CSCSE verification, such as civil-service recruitment or points-based household registration. This limitation is disclosed to every applicant before enrolment.
Please provide your educational background, professional experience and the intended use of the degree. A senior advisor will respond within one business day with a preliminary assessment and a recommended course of action.
